In case of DL, you must notify the change in your address to respective RTO, so that your updated and the recent address reflects in your driving license. After moving to a new city, you can change the address in your Driving License offline by visiting the local Regional Transport Office (RTO) and for that you will be required to put forward an application to the respective RTO. First you have to get a No Objection Certificate (NOC) or a Clearance Certificate from the same Regional Transport Office from where your initial driving license was obtained. After getting the NOC, you will have to visit the respective RTO for changing your driving License address.
To change the address of your Driving License online you require some documents, Those are

- Form Number 7 which is the application for a smart card

How To Get NOC Online
To change the address in your Driving License, online you have to get a NOC first and for online NOC you can visit the official Government website for Transport in India https://sarathi.parivahan.gov.in/ and then choose your own state from the list of states that mentioned in the page. For an address change on driving License online, you will have to click the option ‘Apply Online’ and select the option ‘services on driving license’. After reading the instructions, you can click on ‘Continue’ and here you will have to fill in the details like your name, DOB, driving license number, name of the RTO, the old and the new state with the RTO name and then click on ‘Proceed’ button. After that fill the necessary personal details like mobile number, Aadhar card number, blood group of the applicant and qualification. After that, tap on the ‘issue of NOC’ to move forward for getting the same because a NOC is a must from the respective RTO for change address on driving License online. Next you will fill in the captcha and tap on the ‘submit’ option, you will be able to see the acknowledgement form which reflects in the page with the necessary details and here it will be the NOC. After that you will be tap on ‘Proceed’ to move ahead. In next step you have to upload the necessary documents like your address proof, age proof and form 1 that is the declaration of your physical fitness. Next proceed to upload your signature and photograph and tap ‘Next’ and that will enable you to see ‘upload and view file’ option. After uploading your photograph and signature, you will have to choose ‘DL Slot Book’ and tap on ‘Next’. Next you will have to authenticate your details and select the class of Vehicle and tick the box ‘Proceed to Book’. Then you will choose the time slot as per the availability and then tap on ‘book slot’. After clicking on book slot a message will be sent to your given mobile number and the appointment letter will be showing, that you need to print and carry with you when you visit the RTO office. For changing the address in your DL, you need to pay the necessary fee. The fee for change address on driving License online is a nominal amount of INR 500/-. After paying the fees, you will take a print out of the receipt.
How To Change Address On A Driving License Online
To change the address in your Driving License, first you can visit the official Government website for Transport in India https://sarathi.parivahan.gov.in/ and then choose your own state from the list of states that mentioned in the page. A page of different services will be displayed, you can click on the ‘Apply for Change of Address’ option. After that Instructions for Application Submission page will appear. After reading the instructions you will be click on the ‘Continue’. Then you will fill your DL number, DOB, and captcha code and click on ‘Get DL Details’. On the next page your personal information will be shown, by selecting ‘yes’ Confirm the details. Next you will select the category of your driving license and enter your present address Pin code, that will auto pick the concerned RTO and click on Continue. The page having your information will open for editing, here you will enter your new address, captcha, and select the Continue button. Then, take the print of application number. After that upload the required documents and pay the fee. After the successful payment click on the Print Receipt option for your future reference. The take out a print out of the new driving license reflecting the changed address.
