Biometric authentication has been made mandatory for purchasing new mobile SIM card. E-KYC of the customer will be done through Aadhaar number. The e-KYC process will directly capture the facial image of the applicant customer and verify whether it matches the photo provided by him/her. Similarly, copies of his/her address and identity related documents will be directly received electronically. If necessary, telecom service providers can directly visit the customer’s home or take them to the police station to verify the identity of the customer.
D-KYC for Disabled
Those who do not have Aadhaar will have to go through the D-KYC process. However, those who are disabled or for any other reason, who are unable to do e-KYC, can also do D-KYC. This biometric authentication rule will have to be followed while exchanging old SIMs and getting new SIMs.
Biometric Authentication for Replacing Old SIM
Biometric authentication will also be required for replacing the old SIM, changing the name, gender or date of birth associated with the SIM. Similarly, any telecom connection can be transferred only to his legal heir. Therefore, the new customer will have to provide the death certificate and biometric ID of the old customer. If the user of the mobile connection taken by the business entity changes, the new user will have to complete the verification process. The government has also made it clear that there will be no compromise on the security of personal and sensitive data collected from customers. Strict action will be taken if any case of identity theft is detected.
Biometric Authentication Required for Disconnection
If a person wants to disconnect his telecom connection, he will also have to undergo biometric authentication. However, in this case, before disconnecting the connection, the telecom company will first send a warning to the customer about it. Only after he/she gives his/her consent, the disconnection process can be initiated.
