New Rules Related to LPG Subsidy, FD and Birth & Death Registration will Come into Effect from October 1

On the first day of every month, some rules change. People are also curious about which rules will change from the next month. New rules related to LPG subsidy, bank bulk deposits and birth and death registration will come into effect from October 1, 2026. So it is important to be aware of these changes.

New Rules from October 1st

New LPG Subsidy Rule

New rules related to LPG subsidy will come into effect from 1 October 2026. Biometric Aadhaar Authentication (BAA) will be required to get gas cylinders at subsidized rates. Customers who have not yet done BAA will have to complete this process. However, failure to do BAA will not result in disruption of gas cylinder supply. This means that customers can still get LPG cylinders even without doing KYC or authentication. They may not get the benefit of the subsidy. Theymay have to buy the cylinders at the current market price.

According to the government, this new rule will help in ensuring that the subsidy benefits reach the rightful beneficiaries and also help in curbing the misuse of domestic LPG. It is claimed that as on 19 September 2026, about 89.9 percent of active LPG customers have completed the BAA process.

RBI’s New FD Rule

The Reserve Bank of India (RBI) has issued new rules regarding bulk deposits. Now, fixed deposits (FDs) of Rs 3 crore or more will be considered as bulk deposits. Earlier, the limit was Rs 2 crore. Banks can set different interest rates for bulk FDs as per their requirements.

From October 1, banks will have to update interest rates on their websites by 10 am on every working day. RBI has given a grace period of 10 minutes. That is, the new interest rate should be displayed on the website by 10 am. Along with this, the interest rate will be the same across all branches of the bank for FDs of the same amount and tenure on the same date. This will increase transparency regarding interest rates for customers and reduce differences between branches.

New Births and Deaths Registration Rule

Some provisions of the Births and Deaths Registration (Amendment) Act, 2026 will come into effect from 1 October 2026. According to the new rules, the process of late registration of births or deaths will be stricter than before. Registration after a delay of more than 2 years will require an order from a Judicial Magistrate of the First Class. On the other hand, registration within 1 to 2 years will require the approval of the District Magistrate, Sub-Magistrate or the competent Executive Magistrate.

The officials will verify the authenticity of the information provided and will allow the registration on payment of the prescribed fee, Registrar General of India Mritunjay Kumar Narayan said in a gazette notification. The purpose of this amendment is to encourage timely reporting and registration of births and deaths. It amends the Registration of Births and Deaths Act, 1969. This Act was earlier amended in 2023, with effect from 1 October 2023.
