‘Registration of Births and Deaths (Amendment) Bill,2026’ Passed in Both the Lok Sabha & Rajya Sabha

After the Lok Sabha, the ‘Registration of Births and Deaths (Amendment) Bill’ was also passed in the Rajya Sabha on Tuesday, August 4. The purpose of this bill is to further amend the Registration of Births and Deaths Act, 1969.

• Delays between 1 and 2 years: Can only be registered after verification and with the formal approval of a District Magistrate, Sub-Divisional Magistrate, or an authorized Executive Magistrate.
• Delays exceeding 2 years: Requires a formal order and verification from a Judicial Magistrate of the First Class (JMFC).
• Standard Registrations: Events reported within the normal timeframe or up to one year continue under standard local administrative procedures.

‘Registration of Births and Deaths (Amendment) Bill,2026’ Passed in Rajya Sabha

Union Minister of State for Home Affairs Nityanand Rai introduced the bill in Rajya Sabha, after the House resumed proceedings at 2 pm amid uproar from the opposition. Responding to a brief discussion on the bill, Nityananda Roy said that the purpose of this amendment is to make changes to Section 13(3) of the Registration of Births and Deaths Act, 1969, to tighten the provisions related to late registration.

Through this bill, the government has brought about a major change in the birth and death registration system in the country. According to the new system, any birth or death information provided to the Registrar after one year or within two years of the event can be registered only after the approval of the District Collector, Sub-District Collector or an Executive Magistrate empowered by the District Collector. This amendment is aimed at curbing late registration and promoting timely reporting of births and deaths.

This System After 2 Years of Delay Registration

The Union Minister of State for Home Affairs said that the order of a Judicial Magistrate of the First Class has now been made mandatory for the registration of any birth or death that has passed more than two years. According to him, the authenticity of the information given will be verified by the competent authority before granting permission for registration. After the Minister’s reply, the bill was approved by voice vote.

The Bill has Already Been Approved by the Lok Sabha

The Lok Sabha passed the bill on 31 July without any detailed discussion amidst uproar by the opposition members. The opposition members said that this is a very important bill and Union Home Minister Amit Shah should be present in the House during the discussion on it.

The opposition members raised slogans protesting the absence of the Home Minister. Amid the uproar, a brief discussion on the bill took place and Union Minister of State for Home Nityanand Rai replied.
